Welcome to the personal website of Carolyn Hughes Tuohy, Professor Emeritus of Political Science and Distinguished Fellow at the Munk School of Global Affairs and Public Policy, University of Toronto.

This site began life as a companion to my book Remaking Policy: Scale, Pace and Political Strategy in Health Care Reform (University of Toronto Press 2018). You can find that content under the “Remaking Policy - the Book” tab.

The site has now been extended to include my recent and current work. My principal project is a book in the power of narrative in the policy process and institutional life. During the COVID-19 pandemic, I was also drawn to work on a new model for long-term care financing in Canada, and on the science advising process in the UK and Canada.
